Notes
I started dry fly fishing when I arrived; no nymphing.
I tried a 3-fly rig with an X-Caddis, CDC caddis pupa dropper, and caddis pupa dropper #2 that was 4" behind a float. A pain to cast but it covered all of the hatching phases. I fished with it for at least 20 minutes and caught: 0. I might have had one on, but I'm not sure. I paid more attention to the surface as the fish were occasionally starting to rise and I was catching nothing, and noticed that the adult caddis kinda hopped around on the water shortly after hatching. I switched to an elk hair caddis and tried a steady retrieve, retrieve and pause, and dead drifts, and caught on on a dead drift. I think the fish aren't concentrating on the pupa, but instead on the adults.
Two things to try: actively bringing a pupa from deep up to the surface, imitating the hatching natural. And simply dry fly fishing and trying to make small twitches to the fly during its drift.
Hatch: #14/#16 light olive/light brown caddis, few PMDs
